Abstract

Tourism has become a strong strength for women's economic empowerment in culturally rich areas like Himachal Pradesh, where native fairs and festivals are a big part of shaping tourism flows, job opportunities, and community participation. Even though tourism has a lot of potential, women still don't participate in tourism-related economic activities like homestays, handicrafts, food services, traditional performances, and micro-enterprises based on festivals. This is often because of social and cultural norms, a lack of resources, and not enough skills. This study examines the impact of tourism associated with local fairs and festivals on the enhancement of women's economic opportunities, the improvement of household incomes, and the reinforcement of community-based sustainable development.The research employs a mixed-methods approach that draws from survey data, interviews, and field observations during major festivals such as Kullu Dussehra, Mandi Shivratri, and Minjar Mela. It is based on the objectives of determining the type and scope of economic opportunities available to women, assessing the socio-economic benefits that tourism generates for them, identifying persistent challenges that restrict their full participation, and examining the role of skill development and capacity The results are intended to demonstrate how festival tourism not only generates seasonal revenue but also establishes long-term avenues for women's entrepreneurial development, financial independence, and social recognition. The study also highlight how specific interventions can greatly increase women's agency and participation, including digital literacy, market access assistance, training in hospitality and craft production, and inclusive tourism policies. The research highlights the transformative potential of women-led tourism engagements in creating resilient communities and advancing sustainable development goals by placing women at the centre of Himachal Pradesh's cultural tourism landscape.
